General Motors, Electro-Motive Division constructed the No. 3802 for the B&O Railroad at its LaGrange, Illinois shops in October 1967. As part of a 100 unit order for the B&O and C&O, the No. 3802 was a standard four-axle GP-38 with a 645E 16-cylinder engine, generating 2000 horse-power. For the first 15 years in service, the No. 3802 was just the typical American locomotive.

In 1982, the No. 3802 became the most famous typical locomotive in America. At that time, Trains Magazine was searching for what they considered an "All-American Diesel" for their 34th Annual Motive Power Survey. After a lot of consideration, the editors decided that the GP-38 (and specifically the B&O No. 3802, currently in Chessie System paint) fit the criteria. Trains Magazine presented the newly famous locomotive with plaques to honor the designation in November 1982.

In August 1983, the No. 3802 was sent to the Huntington, West Virginia shops for minor repairs and new paint. When it was time to exit the shops, the No. 3802 was missing its commemorative plaques. By 1987, another paint job and renumbering as CSXT 2002 further concealed the locomotive's fame. That same year, the locomotive was again recognized through the efforts of the Affiliation for Baltimore & Ohio System Historical Research. At a convention in Lima, OH, the group was given permission to paint a "Train's Magazine All-American Diesel 1982" stencil on the unit.

After the convention, the "All-American Diesel" was assigned to Sarnia, Ontario. By 1998, the CSX No. 2002 was painted in the orange maintenance-of-way paint scheme and renumbered as the No. 9699. The B&O Railroad Museum received the operational CSX No. 9699 in 2000.

Due to the generous donations from Trains Magazine and Collections Committee Board of Director, Ron Drucker, the locomotive will soon be restored to its paint scheme and number when originally designated as the "All-American Diesel" in 1982.
