During the 1960s, the B&O converted a dozen hopper cars to assist with clearing icicles out of tunnels to prevent damage to automobile equipment and dome cars. The hoppers were a standard class N-41 and the B&O added heavy steel frames to both ends of the car.

The No.IB-9 was originally built by the Pullman-Standard Company in 1952. In 1968, the ice-breaker car was renumbered as the No.828966 and later that year, it was renumbered as the No.IB-9.
